Healthcare needs to follow along the idea of the Fair Tax.
If you make less than certain amount, healthcare is free, within certain limitations.
Based off income everyone pays a percentage. This way someone making 40K annually feels the same pay as someone making 200k annually. You can cap it at to keep the prices from getting ridiculous, but this system would work, much like the fair tax would work. It'll never happen, because it makes too much sense.
