How did the FBI get Deripaska to spring for this? Just the visa? $25 million sounds steep to enter the U.S. a handful of times. Seems like the antideficiency act argument is weird. It's illegal to make for the FBI to get in-kind cooperation from a foreign national? They have to pay him currency through a government contract?
