Well it doesn't give many details (when they started in 2011; when they were provided; what was the basis for them), so the person who was in the position longer would seem to be the more likely person to approve the majority of them. More details could clear that up though. But you can throw in Hillary too, it just seemed Kerry was likely the one who approved the majority.
