This is how you do it, folks

You put your money where your mouth is when you feel strongly about an issue

You don’t run to the govt and enact laws that force others to pay for your projects

No, you don't. If you believe in something, you put your time into it. Money is nothing if not done correctly, and giving grants out is completely stupid and meaningless. All that does is enrich those individuals. Charities in this country are nothing but scams to enrich individuals running them.
