Well that's not true. Women with large breasts can't wear a v-neck or tank top without cleavage. I imagine the same is the case for prom dresses. Especially heavier girls.

Entirely agree. But the rule needs to be clearly defined as far as cut of the dress. You can't say, "Flat chested girls can wear this dress, but large breasted girls cannot"
