There is no "fix" because the system is not "broken". It is dysfunctional because we insist upon trying to mingle two different philosophies. One being everyone is "entitled" the same level of care regardless of their ability to pay for it. This has results in an artificial demand than would otherwise exist and requires those who pay to pay more to subsidize those who don't. The second philosophy (to which I subscribe) is you are "entitled" to all the healthcare you can afford. This results in a balancing between supply and demand and more stable system.
What we have now is a conundrum. In the free market system do we deny service to those who can't pay or in the socialist method deny service to those who can.
