I don't think there is any point specifically specified bay any laws or regulations, but I do see a trend that it usually happens fairly soon after Nak gets involved.

Involved in what?

They were given $8 million/year by the taxpayers to expand their services and that's pretty much what they're doing. You can't really bust them for that.
