You must be surprised then to learn that slavery was still legal in non reconstruction states after the end of the civil war... in the US.

Huh? Of course it continued after the surrender of those treasonous criminals. But it became the rule of the land and the phasing out of the practice began. There is a reason they called it the "reconstruction", because the government of the confederate states needed rebuilding. The legality of it ended after the 13th amendment was fully ratified which was less than a year later. Do you assume people stop committing crimes just because a law was passed? Sheesh
