He already said the evap wasn't frozen (not sure if he's correct.) He needs to actually pull the panels. If your evap is frozen and you're not low on refrigerant, then you have a defrost issue (defrost timer, defrost stat or defrost heater.) Cheap fix.

If his condenser fan motor is out then he's not removing the heat. Refrigeration is about removing heat.

Air conditioning and refrigeration is about heat. In air conditioning you're either adding or removing heat. Refrigeration is about removing heat.
