Not true. War Powers Act authorizes presidential action without the consent of Congress for up to 60 days. The president then has to get authorization within that time frame or cease hostilities. Barack Obama took similar action in Libya under the War Powers Act without a Use of Force Authorization from Congress. However, not only did Barack Obama never go back and request authorization after the fact, he also refused to disengage forces well past the 60 day requirement, a clear violation. Nothing happened. Tim Kaine certainty didn't speak out against it (Rand Paul did speak out as per usual).
