Seems like they are just paramedics, we don't need an engine and full crew at each location. Just a couple guys who respond in an ambulance and if a structure is on fire they just evacuate and call a main fire crew. So it takes an extra 15 mins for them to get there, smoke damage, soot, etc ruins everything anyway.

in some cities, they are adding on the paramedic work for this reason. There just aren't that many fires anymore.
