You seemed to miss the "testing" part of my comment. Because marijuana is fat soluble, it can stay in your system past the active "high" stage. No way to tell if the THC was from 1HR ago, 24HR ago or 2 weeks ago
Not being able to test definitely for an active high is a pretty big deal

The economy of illegal pot is enormous. Payroll for judges, DEA, Police, jail guards, lawyers, etc. is too large to stop. These people want to keep it illegal, not for moral reasons, but for economic reasons.
