The vast majority of traffic citations are targeted for revenue, excluding citations for traffic accidents, running traffic control lights/signs, school zones, etc. it's mostly BS.
I've seen the county sheriff and his baws line up on the down ramps along the interstate highway while the radar is being used on the overpasses, this is right up near the airport so they can nail the folks coming and going from the airport. Most officers will admit when pressed that they're not necessarily running their speed traps in known areas of high accidents, they're running them where there's the potential for high revenue.
