This is something people in the legal field will say because it makes the system work quicker and more smoothly when it's being facilitated by people who know what they're doing. But that's for their benefit, not yours. The clerk at the traffic court doesn't care about saving you money, so they'll just default to saying "you need a lawyer."
An attorney is an aid. Not a requirement.
You could plead not guilty to first-degree murder and not "need a lawyer."
