It's the same thing as a salvaged title, which makes sense considering the type of car. It just means a Surety will step in an pay a claim if you lose a judgement against someone claiming the car is theirs, in the event you are unable to.Seemingly it protects the OMV, so I'm not sure as to why it's not allowed.
