maybe, but I have had them use the forearm at least once. Believe me or don't. Doesn't really matter to me. Maybe it was a shitty polygrapher, or lazy. I don't know why.

I did, and had to take one every 2/3 years. CI and Full-scope. They could be at random, but usually 2-3 was the standard.
I'm not claiming to be an expert that you clearly are but I have been on the other side of them. So I'm not just spouting out something that I have no-clue about, even if I don't have the same experience level you do.
