Well right now everything seems overwhelming 
It’s like I’m not sure what order to do stuff in.

Yea there is no right way to do things. Do what you want. I usually end up spending early parts of the game just exploring the entire map, beating all the outposts and trying to discover as many of the side quests and missions as I can. Then, with the entire map unlocked, I can fast travel as needed and start checking off missions.
