You're missing the point of my response. Not pointless to do what you are saying, pointless to tie this to the Florist and charge them for a license. It has nothing to do with Federal inspections. It's a local money grab for the state. None of that money is used for what you are defending. None of it. The Feds are doing this already, get it now? It's just a annoyance for a mom and pop operation that just wants to sell freaking flower arrangements. It would be like licensing someone to mow grass. You have an occupational license for a business but don't have to be certified or licensed to cut grass.

No they are not. States handle this.
Texas, Mississippi, Alabama, Florida, and Georgia all have state mandated inspections of plant products. Some of which even extend to florist.
Texas and Georgia for example mention"cut flowers" and "florist" directly in the license requirement.
The other states require license of all plant producers and tagging of all plant products to be sold, like flowers.
Every state regulates this with an accompanying fee.
