What is more likely?
1) Our state is leading the nation in using these license fees to ensure that our state doesn't suffer from disastrous pests entering via plans and flowers. These fees allow best-in-class inspection programs to protect us. Other states come to LA to learn from our ways.
2) This is a money grab and protectionist racket.

Again, this process is not unique to LA. Other states have chosen different ways of doing it.

No one is preventing anyone from entering the florist career. Take a test, pay a fee; you're in.
Probably minimal money at best since only one person has to have the license at any given florist shop.
Protectionist racket would be appropriate in the Fishing industry with catch shares and quotas only being awarded to a few.
