Absolutely. If you do the exchanges you get about 3.5 gallons of a five gallon tank. The rest is an air pocket at the top of the tank. I get mine filled by a hardware store in Albany and they open the bleeder valve when they fill a bottle until propane comes out the bleeder valve. You can also tell by the weight of the tank if it is full. You really have to know what a full bottle fills like full though. I have five bottles and get them filled on a regular basis because of my outdoor kitchen. I cook outside probably five out of seven nights a week

That's a safety feature and SOP when filling a propane tank fwiw , it isn't a special service being provided to you.
