the only way EBR improves is if they get rid of the top heavy administration, rewards for tenure and move back from the desegregation issue and back to local schools.
Shipping kids across town makes it difficult for the parents who already don't care enough to be a part of their child's education.

Forced bussing no longer exists. The kids are bussed in because nobody from the neighborhood uses the schools so EBR doesnt build new schools. Like another poster said its currently a catch 22 situation now. The schools could be filled with neighborhood kids and EBR would be forced to build new schools but that is not happening.
