Doesn't DJT deserve the benefit of the doubt to see how this tactic plays?
If China or Canada makes a concession and we implement zero actual changes, that should be viewed as a significant "win" by every American.
Kind of similar to Trump "withdrawing" from Paris Accord yet we find out a month later that US will EXCEED ALL PUBLISHED GUIDELINES REGARDLESS because of private US corporations stepping up. Huge win for Trump and America in that instance.
