Demoing a building is not the same as abating a building, but I understand your point. to demo a building you may have to abate it first and that is more expensive than just demoing a building.
Cortana was built around 1970, and I'd guess there's asbestos there.

Yes. On the other hand, it's huge and will eventually have to be demolished or re-purposed anyway. Indoor malls are a thing of the past. That's a visible piece of property at the intersection of two large highways. It's pretty easy to get to.
That's probably the one site large enough that wouldn't piss everyone off. It is also likely the most expensive to obtain and prep for zoo construction.
