It is, but it's also the most expensive to develop.

The horse farm on Jefferson would be a good spot, but it isn't currently available.

Maybe they can buy the old Sherwood golf course or expand Forest Park on S Harrel's Ferry. Maybe there is a way they can do that and obtain the land north of the street along I-12.

Fairgrounds on Airline is pretty much the best of what is available at the moment. It checks most of the boxes.
