Theoretically, If they have been judged too dangerous to board a plane then no.....
The issue is the government makes that determination and should they be able to take someone’s right away without having been adjudicated? I

Theoretically sure. In reality people are put on the list for a multitude of reasons and aren't told why, with no recourse or way to get off of the list. If the no fly list is used as part of a gun background check it amounts to denial of their rights without due process. frick that.
