They are really trying to make something out of nothing. Oh my god ankle deep water for a little bit. It absolutely dumped for about 15-20 minutes, ask anyone who rode in Endymion if it was coming down. You can see the trash not letting the water go down.

Yeah you can see the trash piled up blocking the drains
It's not the renovation's fault, it's whoever decided to not clean the drains until later.
