I don’t believe for a moment this alleged “quail study” ever happened.
That $356k went as a payoff for something involving corruption or hush money for some sex scandal.

Not sure about the cost, but the study happened. I just spent 25 minutes reading about Quail Sex and Cocaine via Google.
