Here's a theory... He saw some damning evidence and decided he can no longer defend Trump.
He figured the only way he could be freed from the right-wing conspiracy theory echo chamber is to not run again. So now that he's not, he can speak freely.

Or- there is a Russian collusion investigation, but it has nothing to do with Trump or his surrogates.
