Is the water not covering land inside the boundries of his property? All land has survey lines. If the water is inside these lines its his. This is not rocket science. A dredged canal across your property out to a bigger water outlet is still on your property. I do not see how this is hard for people. I almost feel that the people that don't understand this missed civics class in grade school or sat back and just ate the crayons
