Those other three countries are all still technically part of the UK Commonwealth of Nations, which has some distinguishing "immigration" type provisions among member nations, but that would still technically count as "foreign born." I wonder if that comes into play here to skew these numbers well beyond what we are typically thinking of as "foreign immigrants" from our perspective.
