Why would the FBI convict him for lying to them about an interview in 2017 if he was a cooperating informant in 2016?

Keep in mind the FBI (or Congress) is denying they had an informant. They flat out said Simpson is lying.
It's hard to know who to believe here, but I suspect Simpson is right. The FBI has a much bigger reason to lie about this than Simpson. The government doesn't want America to know they were spying on a presidential candidate. They will lie to the end about that (but it's gonna come out).
Carter Page and George P. are both candidates here. Carter Page, as I said before, is my guess. Look at his background. Well, I'll just post Wikipedia's page:
LOL, you couldn't ask for a better CIA (or FBI) candidate than this guy. I mean, his resume is a CIA HR person's dream. Annapolis graduate, top 10% of his class, prior intelligence work, House Armed Services Committee staffer, etc.
Now suddenly he becomes a "business man" in the oil industry in Russia? Yeah, not buying it and I know the Russians aren't dumb enough to buy it either. God, I hope our CIA is better than this. I mean, really? You thought this guy could do undercover work without being exposed?

that someone inside Trump’s network had also provided the FBI with information during the 2016 campaign, according to a newly released transcript, a claim quickly disputed by people close to the investigation into Russian interference in the election.

During his senior year at the Naval Academy, he worked as a researcher for the House Armed Services Committee.[13] He served in the Navy for five years, including a tour in western Morocco as an intelligence officer for a United Nations peacekeeping mission.[13] In 1994, he completed a master of arts degree in National Security Studies at Georgetown University.[13]
