I mean, you can blame O as far as this is his plan. If the market for coordinators changes, and your plan is to hire the best coordinators, you have to either A) Come up with a new plan or B) Adjust to the market

This isn't rocket science. But if the "best coordinators" cost $3 million, then you have to pay it, otherwise you aren't hiring "the best coordinators." Thus, needing a new plan.
