S.W.A.T. teams that are only deployed to deal with those situations.
Not every officer decked out in full tactical gear like they are soldiers.
If you want people to approach the police then make them approachable.
Have you ever watched LivePD?
They'll send in a deputy in FULL tactical gear to deal with a shop lifter. That is not how you gain the trust of the citizenry.

What else do they send SWAT teams for, don't think they use them for noise complaints?

I've never seen and entire department in full tactical gear. I have seen police in shorts riding bikes talking to the community and having festivals to get to know the community.
