In typical tort cases. In cases involving police, many cases aren't even heard by a jury due to summary judgment, because of either qualified immunity or the inapplicability of vicarious liability and respondeat superior. And if a case goes to a jury and they award the Plaintiff millions of dollars, the judge would be required to grant the Defendant's motion for remittitur because the maximum recovery against a state agency or actor is capped (in SC it's $300k).
