He is being VERY cautious (overly so, perhaps), but unlike Mueller, he want to avoid ANY appearances that could taint the results of any of his efforts.

This appears to be the approach. DOJ under Sessions has been playing the long game. It looks like '18 could be explosive with with the release of the IG report and a separate report that was developed in secret by a portion of the HIC.
