This is the only one I can answer with any certainty.
Her armor was made from the metal from Palpatine's ship. That would be in extremely short supply, so not enough to go around for the rest of the stormtroopers.

If her armor is laser proof then why did she acquiesce to Finn in TFA when he put a gun to her head?
