It has meant that all data is treated equally. Sort of like a phone call. Here's an analogy...
Let's say you're hungry for a pizza so you call your favorite pizza place. Because of neutrality rules this means your call goes straight to the number you called with neither muss nor fuss.
What proponents of Net Neutrality are worried about would be akin to that call instead being routed to Domino's because they have a deal with your telco that gives them first dibs on anyone calling any pizza place. Or your call costs an extra .05$ because your favorite pizza place isn't a part of your telephone company's "Buy Local" package.
Prior to NN there were already throttling issues starting (mainly due to the popularity of Netflix).

This is a decent analogy, but I think a lot of people are making the jump to this like this is a for sure thing. Net Neutrality wasn't even established until 2015 - how was your internet before that? Did you pay to access web sites?
