The reason they the cops didn't want to approach him was the blind corner and the closed doors to the room. If they had approached him they set themselves up for a possible ambush from around the corner or from the rooms.

So obviously he had to crawl down the hallway, while clearly intoxicated and frightened, right foot crossed over his left (or left over right?), pants around ankles, no sudden movements... or die. Right?
