So is the glass being banned because of a public safety concern, or a crime reduction measure, or both? If it's supposed to reduce crime, I promise I want to hear how.

If I were buying a convenience store in an area affected by this ban, I'd order the bullet resistant glass cut to my measurements and install it myself. If asked by authorities about it, I'd ask them to prove that it's "bullet proof".

BR glass is UL stamped, so it'd be pretty easy to prove.
