If ISP's can limit what you can access, the search engine's ability to limit what shows up in your search results won't matter. The ISP can simply launch its own search engine that only shows you results of pages that paid the ISP to be usable. The ISP's will then have the ability to kill the search engines in the long term by shrinking the internet to such an extent that the search engines really aren't even necessary any more and are either driven to the technological dust bin or bought out and merged into the ISP.
