Head does not equal meat

You can't bring back any spinal bones or any soft tissue attached to the head. I kill cull bucks so I have no interest in bringing back heads to mount. For years I cut the hind quarters at the ball joint so that took care of the no hip/spinal bones requirement.
Texas says you have to have evidence of sex. As an alternative, Texas allows the ranch owner to document in writing what each hunter killed, a simple note signed will work. I don't know if it is necessary but I also bring back my used tags.
If you want to mount a head cut off all soft tissue or drop it off at a taxidermy located in Texas and let them document what you did.
Wardens look for vehicles with La plates that have cargo carriers with ice chest, trailers with 4 wheelers or multiple large ice chest in the bed of a truck.
