He MIGHT be onto something...on the Bayou Sauvage brochure's map it shows the area between the interstate and the exit ramps not being part of the refuge and OnX shows the same but no owner data. But that area looks like mostly water and doesn't look like a big enough area to get far enough distance from the interstate.

ETA: far enough away from interstate so as not to be illegally hunting too close to a roadway...and if the closed down exit ramps are still considered federal right of way, then he'd have to be a certain distance from that also, right?

By orleans parish law the area along interstate and abandoned exits it is illegal to discharge a firearm - even a bow.
