Some hypocrites here would change their opinion but not me. No dog involved did anything wrong here.

Dog on dog aggression, especially territorial, is a natural occurrence. Also the neighbor avoided the dogs being out together bc he either suspected or didn't know what to expect. He has done all the right things and OP is kinda being a baby about some of it.
