Not everyone gets shots for their pets, and that one may have bitten a wild animal. Call your health department and/or police; report the bites, and find out who checks for up to date rabies shots for that dog.

Your wife needs to see a specialist to check for ligament and bone damage.

And get his promise to cover all bills in writing.

And know that this isn't over, try to anticipate his next ahole movements.
