Alabama:
Shelby
Baldwin
Jefferson (Hoover, Mountain Brook, Vestavia, Homewood ONLY)
Madison
Some parts of Mobile and Tuscaloosa County are OK
Mississippi:
Jackson (the county, not the city)
Madison
Georgia:
Any one of the 10 or so north of 285 along 985, 75 or 85, although Gwinnett is falling fast.

Jackson County has Moss Point and Pascagoula. Puts it out of the running for me.
Madison has Canton. Takes it out of the running.
Rankin County has nothing like that. It's basically pure urban flight.
