This.

Mentall illness, alcohol and drug addiction. Or all the above. There is no other reason for a person to REMAIN on the street.

I can see a very small percent of people who lose a job or a business closes ending up “down on their luck”, but those folks end up in shelters. They end up finding programs and safety nets that can get them into housing and a job of some sort.

Drunks, junkies, and bipolar people aren’t too good at filling out forms.
