Questions -

Who is "we"? The FBI? Who should do this?

How much would this cost?

What rural community in say, Iowa or South Dakota or Wyoming would accept the homeless - many with frug and mental health issues which make them homless - from the ghetto's of Miami, Atlanta, Detroit, etc.

Why would Puerto Rico accept them, they have enough problems right now. What legal right would you have to deposit these people there and why do you suggest Guam as a depository. It lies far away in the Pacific ocean. It would seem to me to be much cheaper just to, I dunno, get the homeless the mental health they need instead of shipping them farther away than Hawaii on some kind of governmental aircraft?

But maybe that's just me.
