It is usually a sign that they are sexually unavailable to men.
Think about the women who do this to themselves.
- Lesbians. Understandable. They're not into men.
- Older, post-menopausal women. With their sexual prime past, they have no reason to attract men.
- Mean ol' married women from Gonzales - if they're not having sex with their husbands, they won't have it with anyone else. And who would want it?
- Feminists. Nothing more need be said.
It's just like the old saying... a woman's hair is her crowning glory. If a woman has no reason to draw attention to herself, her hair will show it. If she does, it will also show.
As for the statistical outlier, the heterosexual woman who looks better with short hair and is into men... these women are rare. But I would venture a guess that there's something else about them that is highly attractive or distinct that does the job that their hair ordinarily would. Body, eyes, smile... something needs to really stand out for it to work. But it's so rare, it hardly warrants mention.
