She was riding in the car with the widow when she received the call from Trump according to reports I saw.
After Trump made his statement about her comments she sent out a tweet calling out Trump for referring to the Ms. Johnson as "the widow". Ms. "Wacky Wilson" misspelled the widows first name in the tweet!

I think an aide or some arm of the PR dept. reaches out to confirm a time when the person is available for the president to call... this makes more sense than the President wasting his time cold calling people who may not be available. It's also consistent with the reports that the President's people were trying to arrange a time for a call with the mother of the woman who was killed at the rally/protest/whatever it was in NC or VA a couple months back (the mother stated she refused to agree to accept the call).
Assuming this context is correct and a time was agreed upon, it gave opportunity for the widow and Wilson to arrange being together. I don't know if Wilson had previously reached out to the widow, but if so, it would have made it easy for the widow to then reach out to Wilson as soon as she scheduled a time to receive Trump's call.
