I am sure you have empirical data to support that statement.

Good breeders are prevented from breeding any animal that suffers from any genetic diseases. We got our dog with a limited registration. We couldn't apply for a full registration until he was 3 and passed a battery of tests to demonstrate he was not carrying any genetic defects. We had him neutered at 9 months, so that's not an issue.

Our first dog was a registered pure bred and did have the issues you are referring to. If you are getting a dog I would recommend getting one for a high caliber breeder. It isn't that much when you consider all the costs that go with a dog.
